Slaty-backed Gull
Larus schistisagus

There is a possibility that this is a different species, but the streaked head, bright-yellow eye, and dark mantle tend to discount the possibility of the most likely alternatives, a Siberian Herring Gull, a Western Gull and a WesternXGlaucous-winged Gull hybrid. Still, this is an uncertain identification.
