I am pretty confident that this is a willow ptarmigan. It has black on its tail feathers, so that rules out the white-tailed ptarmigan. It could be a rock ptarmigan, but the bill looks fairly stout and the habitat seems more typical of the willow ptarmigan.

Location: Starrigavan Ridge near Sitka, Alaska
